ClarhĂ  BOUREL-BARAUD (MiM 2021): an Alumni at the Quai d'Orsay

Graduate of the Master in Management program at TBS Education, Clarhà is currently in charge of the HRIS (Human Resources Information System) for France's foreign network at the Ministry of Europe and Foreign Affairs. Between digital innovation, diplomacy and management, she is the embodiment of a new generation of agile, committed public managers, driven by a sense of collective responsibility. Today, she opens the doors of her profession to us.

TBS Education, a springboard to the international stage

ClarhĂ  BOUREL-BARAUD (MiM 2021) discovered TBS Education after a preparatory class that opened the doors to the French Grande Ecoles.

 

She chose Toulouse for its warm atmosphere, the diversity of its campus and the international reputation of its program. She quickly immersed herself in the international spirit of TBS Education, building a profile at the crossroads of management, strategy and international culture.

 

Her exchange in Taiwan, at the National Sun Yat Sen University, was a key moment.

 

For six months, she dived into a radically different culture, learning Mandarin and sharing the daily life of students from all over the world.

 

She recalls the challenges of everyday life: learning to communicate in a language she has hardly mastered, adapting to local codes and daring to reach out to others.

 

"I tried to learn Mandarin, discovered a totally different culture and, above all, understood just how much it meant to leave one's comfort zone."

From Canberra to Paris: an international career in the service of French influence

During her gap year, ClarhĂ  decided to go abroad for a new professional experience.

 

She chose Australia and joined the Alliance Française de Canberra as Marketing Officer, where she orchestrated communications, cultural events and partnerships. This mission, which she describes as both formative and humane, enabled her to gauge the international public's attachment to French culture.

 

" It was a very rich human and professional experience: I understood how the teaching of French abroad worked, and I was able to apply my skills in communications and marketing strategy in concrete terms."

 

She then returned to France to complete her final year of the Master's program on a work-study basis at Michelin, where she discovered change management.

 

On the strength of her initial experience in the cultural network, she joined the French Embassy in Australia as an officer in charge of educational, linguistic and sports cooperation, as part of a Volontariat International en Administration (VIA) program just after graduating.

She took up her post at the end of the Covid-19 crisis, at a time when cultural and educational ties between France and Australia needed to be revitalized in the wake of the two-year pandemic and AUKUS. She then piloted projects around the Francophonie, educational cooperation and sports diplomacy, particularly in connection with the Paris 2024 and Brisbane 2032 Olympic Games.

 

"Revitalizing the network after the Covid pandemic and giving a new scope to cultural and educational projects was a very stimulating and rewarding experience."

 

This period was decisive: ClarhĂ  discovered the workings of the French diplomatic network, the richness of intercultural exchanges and the strategic role of educational cooperation.

 

Modernizing diplomacy through HR innovation

In 2024, when she joined the central administration of the Ministry of Europe and Foreign Affairs, ClarhĂ  discovered an environment that was both highly institutionalized and in the throes of transformation.

She began her career in the Human Resources Department, working on diversity and inclusion issues, before being appointed head of the HRIS unit for the overseas network in September 2025, after placing first in the Chancellery Secretary competition. A position perfectly in line with her background and profile, as it links technological innovation, organizational transformation and HR management.

 

The HRIS (Human Resources Information System) is the backbone of human resources management: it centralizes personnel management for embassies and consulates in over a hundred countries.

 

ClarhĂ  supervises a team responsible for meeting the needs of posts abroad, ensuring the system's reliability and supporting its long-term development.

"The MEAE's workforce is made up of staff with a wide variety of statuses, spread over more than a hundred countries, and operating in very different ways. It's a rich resource, but also a complex one to manage."

 

In concrete terms, its missions cover several areas:

  • Technical support for embassies and consulates in their day-to-day HR management issues (working hours, leave, transfers, taking up posts, etc.).
  • Modernizing the tools and systems used, with a view to future deployment throughout the network to simplify procedures and harmonize practices.

 

It works in close collaboration with the IT teams, the various HR departments and local contacts. In such a vast global network, change management calls for diplomacy, pedagogy and the ability to listen.

 

"Our challenge is to take into account the very different HR practices from one country to another. We're taking things one step at a time, modernizing without rushing, so that each position can make the new tools its own."

 

This cross-functional approach draws on the skills acquired at TBS Education in innovation management and change management. ClarhĂ  applies the same principles today: test, adjust, communicate and federate around a common vision.

 

Women's leadership and transmission

In a world that is still highly hierarchical, ClarhĂ  aims to promote the values of benevolence and transparency, and an approach rooted in cooperation rather than competition. She welcomes the progress made within the senior civil service to promote parity and inclusion, while remaining clear-sighted about the challenges ahead.

"I've been lucky enough to be inspired by strong figures who have greatly influenced my career path. Today, I'd like to pass them on in my turn."

 

During the final year of her Master's degree, she was involved in TBS Education's Equal ID program, which puts female students in touch with female executives. Today, she mentors a high-school student who took part in the Diplomatic Summer Academy, which enables young scholarship-holders to discover the world of diplomacy.

 

Through these exchanges, she perpetuates a dynamic of mutual aid and trust, convinced that careers are also built through the role models we meet.

Advice for alumni wishing to pursue a diplomatic career

For those considering a career in international business or diplomacy, ClarhĂ  shares a message of lucidity and encouragement. She insists on the need to plan ahead, accept detours and build your career step by step.

 

"Believe in yourself, get informed and prepare your medium- and long-term projects. Joining the Ministry of Europe and Foreign Affairs requires perseverance, but also curiosity and a real openness to the world."

 

For her, every experience counts: skills acquired in the private sector or abroad are all assets for renewing the senior civil service and making it more agile, more representative and more open to innovation.
